Study On The Planning And Evaluation System Of Low Carbon Public Policy In China

Emissions of greenhouse gases which atmosphere can accommodate is limited.So greenhouse gas emissions as the unique attributes of pure public goods,relying on market-oriented is not scientific.It must be based on the establishment of an international climate control system,the joint participation of stakeholders to reach a consensus.China needs policy guidance to achieve energy conservation priority,to achieve win-win cooperation in the new path.During thirteenth five-year planning,the low-carbon policy goals are to increase energy conservation efforts,control the consumption of fossil energy,promote the utilization of low-carbon energy,through energy reform to strengthen energy security,promote the sustainable development of low-carbon society.To achieve these goals,with reference to relevant literature and planning requirements,this paper establish a scientific evaluation index system of low-carbon economy to evaluation the effect of policy.At the practice level,based on the low carbon economy development public policy experience,to explore China's breakthrough.As the theoretical level,through carbon emissions environmental kuznets curve hypothesis?low carbon economy decoupling theory development?LMDI model deconstruction theory,to reveal low carbon economy development rule,analyze the present situation,provide theory basis for planning and evaluation system of low carbon policy.Discussion of policy planning in the construction of low-carbon,this paper first elaborated the connotation of development of public policy planning,and combined with the reality of low carbon development policy of China,found defects of planning.Finally,based on principles?methods of planning,targeted proposed the suggestions.In terms of low carbon policy evaluation,elaborated its connotation ?principles? index?methods.Then analyzed the current low carbon policy evaluation system.Provided reasonable suggestion to correct the defects.This paper give the theory support in selection and optimization of planning and evaluation system.Meanwhile,this paper provide the qualitative and quantitative guidance for planning and evaluation system.
