Strategic emerging industries represent the future direction of science and technology as well as industrial development. At the same time, they reflect development trend of today's knowledge-based economy, circular economy and low-carbon economy."Twelve-Five"national strategic new industry development plan proposes to strive to make the strategic emerging industries become the important driving force for national economic and social development to 2020."The thirteenth Five-Year Plan of National Economic and Social Development" proposes to support the development of strategic new industries, including targeting the forefront of technology to grasp the direction of industrial change, focusing on key areas to optimize policy mix,as well as expanding new industry growth space to seize the future competitive high ground.Under the new normal of economic development, the five development concept which including "innovation, coordination, green, open and sharing" are implemented to all aspects of the industrial science and technology innovation.Innovation-driven development strategy is based on the implementation of scientific and technological collaborative innovation, whose core is the industry collaborative innovation. With the new round of global scientific and technological revolution and the rise of industrial change, promoting scientific and technological innovation activities continue to break through the geographical, organizational and technical boundaries is important. It is also of important practice Value to achieve more efficient technology updates and results transformation, making the new rules and gradually establish a new order.Firstly, based on the study of experts and scholars on the strategic emerging industries, this paper analyzes the concepts and related theories of synergetic innovation of strategic emerging industries. Then, this paper analyses the achievements and deficiencies of strategic innovation industry innovation in Jiangsu province on the basis of statistic analysis and field research. And the paper constructs the strategic innovation industry collaborative innovation network of high-end equipment manufacturing industry in Jiangsu Province based on the social network analysis method, and accurately grasp the status quo of collaborative innovation of strategic emerging industries in Jiangsu Province from the network size and density, network location attribute, network faction, network core-edge and network structure hole. Then, this paper conducts an empirical analysis of innovation performance of strategic emerging industries from the point of view of collaborative innovation based on the improved Cobb-Douglas production function. The main conclusions of this paper are as follows:the synergetic innovation of strategic emerging industries in Jiangsu Province has achieved certain results, but the overall level of network density is not high. And innovation subjects don't establish a wide range of connections. It is found that the synergies between the strategic emerging industries and the colleges have a positive effect on their innovation performance. However, although government direct subsidy project is an important means of macro-control industry innovation in our country,it is not the best institutional arrangement for the innovation of strategic emerging industries. So,it is of great significance to further transform the role of government, and to promote the supply side reform. And intermediary service system is still not perfect in our country, the intermediaries for strategic emerging industries collaborative innovation support role is still insufficient. Therefore,it is obviously necessary to further promote the synergetic innovation of strategic emerging industries.
