Research On The Government Funding Effect Of The Innovative Enterprises In Fujian

In the world,a new science and technology innovation is coming.Facing the new trend and opportunities,the nations of the world have put technology innovation as the strategic core,and try to optimize the employment structure,drive sustainable development to enhance national competitiveness through strengthening the scientific and technological innovation ability.Innovative enterprise is the main force of the national economic innovative development,and it is the decisive factor of the core competitiveness of the country,national innovation ability and our country to win the future competitive advantage in the global.Therefore,in order to achieve the important strategic objectives,most national governments make use of legal protection,policy guidance,financial support and other means to support,regulate and promote innovative enterprise's activities of technology innovation,which provide the internal incentive mechanism and create a good external environment for enterprise's technological innovation activities.Compared with 2007,innovative enterprises of Fujian province exist a certain gap with the advanced provinces at present,although the former has obtained some development.Therefore,it is of great significance to promote government to publish related policies and regulations,and enterprise walk to technological innovation for the development of road,through researching the utilities of government funding for the development of innovative enterprises.In order to find the effective research ideas on the effectiveness of the government to support the development of innovative enterprises,the paper elaborates the review of theories in the technological innovation,resource dependence and performance management,and introduces the government funding systems in the developed countries,such as the United States,Germany and so on,and the existing financial system in China,as well as the province of Anhui's,Zhejiang's and other typical regions.Then the performance evaluation index system of the government funding for the innovative enterprises is established through summarizing the historical evolution on Fujian government funding for the innovative enterprises and the national evaluation criteria.After studying relevant evaluation methods in depth,the paper emphatically presents the evaluation methods:the BP neural network model,and uses the SOM network model to classify the sample data,as the input data of BP neural network model to analyze the utilities of government funding for the development of innovative enterprises.From empirical results,the innovation oriented enterprises in Fujian,compared with 2012,have obtained a certain development in the intellectual property rights in 2013.In addition,although the government funding is only a small part of the enterprise R&D investment,it plays a guiding role in the development of innovative enterprises,which could concluded from the evaluation results of the BP neural network model.Finally,in the combination of theoretical analysis and the results obtained in empirical analysis,the paper proposes some suggestions to strengthen the utilities of government funding for the development of innovative enterprises.
