A Study Of Rural Land Transfer In Liaoning Province From The Perspective Of Game Theory

Rural land issues have an influence on social development.China’s rural land issues at this stage are the circulation problem of the farmers land contract and management rights.With the development of science and technology,the traditional household contract responsibility system more suited to agricultural modernization needs.The transfer of rural land has an effect on the change of cultivated land dispersed crushing situation,the optimal combination of agricultural factors of production process,the transfer of rural surplus labor and the improvement of agricultural mechanization.It also can increase farmers’ income.The policy allowed farmers use subcontract,lease,and exchange transfer to transfer rural land.In 2014,the State Council introduced a document about household registration reform to establish a unified household registration system.It is marked as "agriculture" and"non agriculture" has stepped down from the stage of history.With continued support and encouragement of the national policy,provinces and cities explore the rural land transfer mode positively.In recent years,Liaoning Province failed to halt economic decline.The GDP of Liaoning Province leaps the last in the table.In Liaoning Province,the added value of the first industry accounts for only 8%of GDP.The situation allows of no delay.Rural land transfer is the most important.In 2015 and 2016,Liaoning Province has introduced some documents about household registration reform and rural land transfer.Canceled property division between agricultural accounts and non-agricultural accounts.The rules of settle will be relaxed.The scale has increased the main increasingly diverse and circulation in the form of continuous innovation.In the process of rural land transfer,as a direct participant,the grass-roots government,land flowing into the square,the land outflow side of the circulation of rural land will choose different strategies based on interest demands.The final result of the game will promote or restrict land transfer.Based on this study in Liaoning Province,the current situation of agriculture and rural land transfer in Liaoning Province were introduced.As a direct participant in the transfer of rural land,the basic level government,land inflow side,land outflow side have different interest demands.The paper raises game hypothesis,construct simulation models.Having identified the problem of rural land transfer in Liaoning Province,give advice to maximize their profits and reach the Nash equilibrium.Firstly,this paper mainly introduces the background of the topic,the theoretical significance and realistic meaning.Analyzes research status at domestic and abroad on the rural land transfer issue and introduces the research methods and innovation points.In the meanwhile,this chapter mainly introduces related concepts,analyzes the form of rural land transfer.This paper introduces this thesis involved in the writing process theory,including game theory,theory of land property rights,economies of scale theory,land rent theory and stakeholder theory.And then,this paper introduces the current situation of the development of agricultural in Liaoning Province,and development course of rural land transfer in Liaoning Province and the current situation of rural land transfer in Liaoning Province.Great advances have been made.However,there are lots of problem encountered while transferring rural land.This paper explains the applicability of game theory if it is used to analyze rural land transfer.Using the stakeholder theory to identify stakeholders,such as the local government,land inflow side and land outflow side.Through building game models to analysis the final result and give related advises.In the meanwhile,there are some questions.Such as the local government has wrong view of achievements official career,regulator and arbitration agency is distempered,the mechanism of price evaluation and preventive risk system is not perfect,the market mechanism of land transfer is not sound and the idea besides farmers is conservative and give advises to the local government,land outflow side and land inflow side.Finally,this paper makes a summary of full text,and designates the deficiency.
