The civil airport is the use of areas designated by the activities of the civil aircraft to take off, land, and taxi, parking and other activities, including ancillary installations, facilities and buildings. The number of civil airports in China has reached 193 in 2014, and the number of civil airports in China will reach 244 by 2020. In the civil airport construction project evaluation system, the civil airport is a public infrastructure projects, although it is also carried out the project evaluation system, but mainly from the environmental evaluation and economic evaluation of the evaluation, the system of social evaluation is very little. At present, civil aviation industry in the promotion of people-oriented, building a harmonious civil aviation. Therefore, in order to promote the healthy and rapid development of civil aviation industry in our country, in order to meet the requirements of the party and state in the new era of civil aviation, building a scientific and comprehensive evaluation system of civil airport construction project is necessary, but also has important significance.Based on the characteristics of civil airport construction, this paper mainly analyzes the impact of regional economic and social development, application of AHP and fuzzy comprehensive evaluation method, based on the comprehensive analysis of civil airport construction project social evaluation theory, based on the establishment of a multi-level fuzzy evaluation system. And application of the model to the construction of the civil airport construction project of NW company has been evaluated, and the index system and method of this paper have been discussed. It shows that it is scientific and operable.
