Under the new situation, the construction enterprises are facing enormous pressure of reform and upgrading. People is the most important factor in the reform of management, the most important factor. Due to the high mobility of construction engineering, as well as its working environment and atmosphere, human resources management, and many other reasons, some of the ability and knowledge of the continuous flow of talent. Knowledge of the loss of talent, has become a state-owned construction enterprises can not cure the disease. Brain drain, especially the loss of professional and technical personnel, skilled workers and other knowledge personnel, not only weakened the competitiveness of state-owned enterprises in the market, but also affect the attractiveness of the enterprise itself for talent.
