In recent years. Along with the deepening of our country enterprise globalization, informatization, enterprise external environment occurred earth shaking changes, resulting in a more fierce competition in the market, making the survival and development of enterprises face enormous challenges. In the past, capital, land, labor force as the core elements of the external environment of the enterprise under the influence of all appear to be inadequate, the development of the phenomenon of stagnation. How to solve this problem, the key is to start from the people, how to effectively stimulate people's subjective initiative, to stimulate people's creativity will be key elements of the future survival and development of enterprises, is also an effective response to complicated and changeable external environment and effective means.Performance management is the core of human objects, in order to improve the efficiency of human work and inspire people's initiative, so as to achieve the goal of improving enterprise performance management tools. How to effectively use the tool of performance management, setting a clear, comprehensive and scientific performance management system, has reached the rational allocation of human resources and efficient use will be future enterprises to build the core competitiveness of the key. Therefore, we hope to with the theories of performance management for research the theoretical basis of the study, by constructing a clear goal, incentive compatible, scientific and effective performance management system to members of the enterprise of comprehensive, rational and objective evaluation to stimulate the initiative of the members, and increase the sense of responsibility of the members, thus forming a benign examination atmosphere, the performance appraisal system in the smooth implementation of the enterprise to lay a good foundation.Since 1998, the com-modification of housing reform, China's real estate market has been greatly developed, in a very long period of time plays an important pillar industry, has made great contributions to promoting China's economic development and improving people's living standards. But with the change of market structure and industrial policy and adjustment, since 2012, the real estate market to a certain extent appeared slow growth situation, all the real estate business performance than in the past also appeared in the certain decline, the attendant high inventories of the market competition is more intense, in the days of the real estate business more difficult. The capital, land for the development of the core elements of the real estate enterprises in the impact of adverse external environment under all appear serious bottlenecks, capital, land and other production factors thus cannot enable enterprises out of difficulties, to provide new impetus, urgent need to find the core elements of the new enterprises to help enterprises survive, and the elements of human resources as the carrier will become the core elements of the real estate enterprises next, by further strengthening the effective management of people's subjective initiative and arouse the enthusiasm of people, improve people's working efficiency, will be regarded as the core factor of the enterprise, will help real estate enterprises to better cope with the bad the external environment, enhance the core competitiveness of enterprises, and talent shows itself in the fierce competition in the market.In this paper, in the course of the study, through the study and analysis of the mainstream theory of performance management, combined with the actual situation of the real estate enterprises of HQC, starting from the problems existing in the existing performance management of HQC real estate enterprises, constructing a tool combining with 360 degree tool of performance management and key performance indicators, on based on the full investigation HQC real estate company, put forward the suitable HQC real estate enterprise performance management system in, so as to enhance the HQC real estate enterprise performance management, focus on the development of HQC real estate enterprise human resources, provide powerful support for the construction of the core competitiveness of enterprises.
