Evaluation And Government Countermeasure Research On Medium-sized And Small Enterprises Of Yanfeng District,Hengyang City

Promoting the development of Small and Medium-sized Enterprises(SMEs)is not only the base of maintaining steady and rapid development of national economy but also the important strategic task of improving people's livelihood and maintaining social stability.However,because the scales of SMEs are not l arge and their capital strength is weak,there are many defects in their operation process which cannot be solved by their own.Government should conduct macro-economic controls so that SMEs could have a good development environment and can achieve the goa l of faster,better development.After the determination of SMEs' operation and development state,government can support the SMEs by fiscal policy according to their specific situation.This plays a crucial role in the healthy and sustained development of SMEs.This article reviews the theory of SMEs and the research status of SMEs' assessment,the method of defining SMEs are also introduced both at home and abroad.Through economic functional theory of government,the relationship between the government and SMEs,government governance theory,we research the support theory of government.After the specific introduction of the basic theory of Logistic regression and BP neural network,the operation state of above designated size industrial enterprises in Yanfeng district,Hengyang city and corresponding support policies are researched.In this paper,88 SMEs' financial statements and other relevant data are collected,including 72 normal enterprises,and 16 bankrupt or cancelled enterprises.After dividing them into two groups randomly,empirical analysis can be done by combining with SPSS and MTALAB software.The results of empirical analysis in this paper show that inventory turnover ratio and return on total assets ratio are the most two important indicators to evaluate the state of above designated size industrial enterprises in Yanfeng district,Hengyang city.In general,both Logistic regression and BP neural network can be applied to SMEs evaluation;however,Logistic regression is a more suitable choiceUsing the evaluation model for above designated size industrial enterprises in Yanfeng district,the local government can make targeted decision to protect the good enterprise and provide support for weak enterprise.Through this,the regional economic can be developed steadily.
