In recent years, with the economic transformation of coal resources in Shanxi Province, coal Xiangning County economic development is gradually accelerated, with large state-owned coal mines gradually replacing small coal mines, small mines left over from the era of mining in chaotic highlights, coal goaf ones caused many risks factors, therefore, need to adopt measures to a reasonable standard of conduct for Harnessing Mined area.Gob of governance is often limited by many factors, such as weather, sediment, geology, construction and overall planning, which has a large investment projects, long duration, complex factors and other characteristics. In the actual construction, projects are often a variety of risk, such as the risk of schedule delays, design changes and other risks. In previous works, the designer has the experience to subjective judgment to determine the direction of the program and the feasibility study of the project risks, but such methods lack of scientific basis, resulting in decision-making mistakes sometimes happen, and the state coal mine causing great losses. In this paper, through risk identification, risk analysis, the Wangmanggou goaf control major risk factors and construct a risk assessment system.Risk assessment using fuzzy analytic hierarchy process, the right to obtain the risk index weight and importance of sorting vector, followed by the results of evaluations. The results show that these risk factors are within the risk tolerance range, wherein the financing risk, the design change risk and stakeholder coordination risks that need special attention. Finally, each risk factor responses, between the Wangmanggou goaf governance risk management is more reasonable. But also for future such projects provide a reference.
