A Study On The New Generation Of Migrant Workers' Basic Medical Insurance Security Level

Nowadays,with the rapid development of China's industrialization and urbanization,the scale of migrant workers continues to expand,there has started a new and old alternant among the migrant workers,and the new generation of migrant workers have become the main force of the labor market gradually.In 2010,the central document "opinions on increasing the intensity of balancing urban and rural development and further consolidating the basis of agricultural and rural development" clearly put forward the concept of "the new generation of migrant workers",and pointed out the need to take targeted measures to resolve the new generation of migrant workers' problems.Therefore,it has great significance to study the problems of the new generation of migrant workers.This study is based on the perspective of the basic medical insurance systems,which is one of the important part of the new generation of migrant workers' social security.Firstly,this thesis analyzes the policy text about the new generation of migrant workers' rights protection,and the thesis studies the group characteristics of the generation of migrant workers as well as the general situation of their basic medical insurance.Secondly,this thesis constructs the evaluation framework of the new generation of migrant workers' basic medical insurance level from three aspects of institutional factors,social factors and individual factors,and constructs the evaluation index system of this paper through expert consultation and literature research to calculate the weights of evaluation index.Thirdly,through analyzing the overall situation of the new generation of migrant workers' basic medical insurance systems of Beijing,Shanghai,Guangzhou and Shenzhen,by using the evaluation index system and combined with the floating population on the national survey data and related statistical data,the thesis obtains the empirical conclusions.Finally,this paper based on the empirical results,and combined with the literature research and interviews,it analyzes the causes of the low level of basic medical insurance for the new generation of migrant workers,then put forward the countermeasures to improve the level of basic medical insurance for the new generation of migrant workers.The main conclusions of this study are as follows:the new generation of migrant workers' basic medical insurance level is low in the main focus of the new generation of migrant workers in China--Beijing,Shanghai,Guangzhou and Shenzhen,only Shenzhen and Shanghai are in the "fine level".At the same time,there are great differences of the new generation of migrant workers' basic medical insurance level among the four cities,and the basic medical insurance level of the four cities from high to low followed by Shanghai,Shenzhen,Guangzhou and Beijing.In addition,the institutional factors have a significant impact on the level of the basic medical insurance for the new generation of migrant workers.Therefore,the government should focus on promoting the improvement and implementation of the basic medical insurance system,as far as possible to absorb the new generation of migrant workers to the basic medical insurance system for urban workers,and through the introduction of appropriate supporting measures to effectively improve the level of basic medical insurance for the new generation of migrant workers.
