Research On Risk Management Of In New-industry City PPP Projects By Private Partners

Along with the development of urbanization in our country is rising,the traditional mode of urbanization is gradually showing the city produced separation,the separation of urban and rural resources exploitation contradictions and problems,not only seriously damaged the ecological environment,waste a lot of resources,but also the formation of a large number of "ghost town" and "city".In this case,is proposed as a new industrial town urbanization mode,the development and construction of urban and rural integration,emphasizing the integration of city and livable,through the industrial transfer,integration and incubation,promote the development of new industries,to achieve regional industrial system upgrade,the new city construction of environment friendly and resource saving.In the process of metro construction industry in the general government investment planning,construction and operation,but due to lack of funds and related technical personnel,the development and construction of the metro industry government departments have a series of problems,so we will introduce PPP model of metro construction industry,in order to improve the Industrial Park Development and construction,operation efficiency make up the gap,the government financial funds to pave the way for new China urbanization.However,social capital will face a lot of risks in participating in the new town PPP project.How to effectively avoid risks has become the primary problem for social capital to participate in the PPP project.In this paper,the risk assessment of social capital in the process of research on the industrial town in the PPP project as research core of first introduced the concept,characteristics and project PPP industrial town industrial town of the introduction of the PPP model,followed by the identification of risk factors,two rounds of expert consultation,analytic hierarchy process and fuzzy comprehensive evaluation method to determine the industry the new PPP project risk evaluation index system,the weights of the index system and the industrial town of PPP project risk level,finally the Miluo River Dragon Boat Cultural Industry Park PPP project as a case of the industrial town of PPP project risk evaluation model were used,the results show Miluo River Dragon Boat Cultural Industry Park PPP project risk level for high level according to the result of risk assessment,the risk sharing system and risk coping strategies.The results of this study has high practical significance of social capital to improve the risk management level of the Miluo River Dragon Boat Cultural Industry Park PPP project,and risk management of other industrial town of PPP project is of great significance.
