The evaluation of academic influence of Chinese Sci-tech journals is closely related to the journals themselves, the contributors and the authors of the research institutes. It is an issue that is an unavoidable problem, and because of the subjectivity of peer review,it is important to carry out journals' quantitative evaluation. In this paper,we use the classical Rough Sets(RS)method and the Dominance-Based Variable Precision Rough Sets method(DB-VPRS)making a quantitative evaluation of the quantitative indexes of mathematical core journals and comprehensive science and technology journals of Higher Normal Colleges and Universities. The first chapter of this paper briefly introduces the purpose and significance of quantitative evaluation of journals and summarizes the research situation at home and abroad and the main contents of this paper. The second chapter introduces the basic concept and the basic theory of the classical Rough Sets method and Dominance-Based Variable Precision Rough Sets method. In the third chapter, the classical Rough Sets decision attribute reduction algorithm based on the equivalence relation is used to quantify the mathematical journals in the 2014 edition of Peking University's core journals by using the data of Chinese Science and Technology Journal Citation Report(Core version). In the fourth chapter, the Dominance-Based Variable Precision Rough Sets method is used to quantitatively study the regular journals of natural science journals in the core journals of Chinese science and technology in 2016 edition by using the data of Chinese Science and Technology Journal Citation Report(Extended edition). At the end of the paper, the paper summarizes the work done in this paper, and puts forward the further research and the next work.
