Border Effect Research On Pan Beibu Gulf Regional Economic Cooperation

With the proposal of "One Belt and One Road" national economic development strategy,the Pan Beibu Gulf regional economic cooperation has been an important sub-regional economic cooperation under the framework of China-ASEAN economic cooperation.In essence,the Pan Beibu Gulf regional economic cooperation is cross-border economic cooperation where coordinated policies made by governments stimulate the free flow and the reconfiguration of production factors across borders in order to reduce the economic gap and achieve the expansion and integration of regional economy.However,governments are in pursuit of self-interests.They usually launch a variety of policies to restrict the free flow of production factors across borders to protect domestic industries from the outside economic shock.As a result,border shields the cross-border cooperation.On the other hand,border could be the intermediary of the cross-border cooperation under proper institutions based on factor endowments and regional advantages.In short,border has the double effects on every member of the regional economic cooperation which is called border effect,and border effect is an important way of analyzing regional economic cooperation quality.Relevant researches only paid attentions to the current cooperation situations,the significance and the cooperation system design.This paper is dedicated to analyze the Pan Beibu Gulf economic cooperation from the aspect of border effect.First of all,we introduce the theory and research methods of border effects.Then,we summarize the border shielding effect problems and the border mediation effect advantages in Pan Beibu Gulf regional economic cooperation based on analyzing its current situations.Due to the fact that "there exists economic gap among the member in the Pan Beibu Gulf",we establish the border effect analysis model and analyze the inter and intra border effect in the Pan Beibu Gulf economic cooperation from two aspects.Besides,we also analyze the border effect between each Pan Beibu Gulf province of China(Guangdong,Guangxi,Hainan)and the eight ASEAN countries in Pan Beibu Gulf.It is found that,the inter border effect is border shielding effect and the intra border effect shows border mediation effect.With the intensify of the Pan Beibu Gulf economic cooperation,the negative effects from borders will disappear,and the three provinces can be better coordinated to participate into Pan Beibu Gulf economic cooperation.Every member in the Pan Beibu Gulf can be coordinated developed step by step.Besides,Port logistics have provided a guarantee for the Pan Beibu Gulf regional economic cooperation.
