| Food security is all the world’s countries and non-governmental organizations are keeping a close eye on the global issue.Food security is closely related to each residents on earth,,which is the foundation for stable development of a country.With the speeding up of global urbanization,the rapid population growth and the increase of life expectancy,urbanization takes up a large number of rural agricultural land resources,the growth of population increase the demand for food.Some traditional food exporters are subconsciously reduce grain production to ensure domestic food demand,thus the national food trade market high food prices,the international food supply is not stable,price fluctuation is obvious.With the concern of food security situation,overseas cultivated land investment activities rise across the board as a guarantee of food security means.The paper aims to ensure and protect the China’s food security,analysis and study the overseas farmland investment the food supply security.First of all,the qualitative analysis of current situation of international investment in overseas farmland investment is considered the history of Chinese agricultural investment projects,and revealed the significance of overseas farmland investment.Considering China’s current reform of cultivated land resource conditions and food supply side,the analysis of the status quo of our country has conducted overseas farmland investment activities,problems and disadvantages,etc.At the same time,the current enterprise investment activities taken by the model,the choice of the area and the problems,etc.,in order to sum up the experiences of teaching and bold analysis and verification,for subsequent investment activities to carry out the proposed.Quantitative analysis is based on the overseas investment area of cultivated land resources conditions,the production base,economic conditions,political environment and mathematical statistics analysis of laws,regulations and policies.China’s investment in overseas cultivated land needs to clear the investment area.There are two kinds of countries whose cultivated land is enough for the country,one of them is the developed countries whose agricultural technology level is higher than others,these countries also have supporting infrastructure and land fallow crop rotation system.The other is developing country,which has poor agricultural infrastructure.It has a great difference to invest the two kinds of countries.Whether from the choice of investment mode,the flow of funds use or labor service personnel,it needs totally different information of preparation.Paper draw lessons from the research achievements of predecessors,choose reasonable model to empirical analysis of the investment potential.Select Russia’s Far East as the specific target area,not only the analysis of the Russian Far East natural conditions and economic environment,and analysis the region and China’s political and economic trade cooperation development momentum.Overseas farmland investment is not only the agricultural investment project.It is beyond the national boundary of cultivated land resource utility of redistribution.The investment activities of the object are not only the cultivated land resources,but also on the cultivation of agricultural products of fresh water resources investment.That is why the overseas farmland investment activities actually have a high degree of political sensitivity.Both countries in foreign and international economic situation,bilateral economic and trade cooperation must be taken into account when the investors invest in select target area.Combining the qualitative analysis of the overseas farmland investment problems in our country and the quantitative analysis of the evaluation index of overseas farmland investment potential model,the paper propose targeted policy support,including international cooperation policy recommendations,including the government supports policy recommendations,labor export policy suggestion.Overseas farmland investment has three peculiarities,long fixed number of year,funds usage and long payback period.Consider the peculiarities,to ensure the smooth operation of the overseas farmland investment projects,the first thing to determine project basis.Such as agricultural infrastructure construction and transportation of grain or sales of bilateral agreements,etc.,avoid to produce international contradictions.The government could encourage the enthusiasm of enterprise investment,and standardize the management of investment behavior of the internationalization.Finally,China should make full use of our country is relatively rich labor resources,in overseas farmland investment activities in the perfect our country’s labor export channels.Perfect the system of labor export services to increase China’s enterprises in the global advantage and competitiveness in overseas farmland investment activities. |
