Fishery Production Elements' Efficiency Research

Fisheries,as a traditional industry,its original purpose is to solve people's demand for fishery products.But with the development of the fishery industry,it also increased a lot of employment opportunities for fishermen,improve their income,and change their family's life quality.In the 20th century,Chinese fishery developed very fast,Fishery economic output value reached 2.20 trillion Yuan in 2015,the added value of the fishery reached 1.02 trillion Yuan,each growth compared last year is 5.56%,4.99%,Fishery added value accounted for 1.6%of GDP.Which is to say,as an important part of agriculture,the fishery not only needs the fishermen's basic necessities of life,but also plays a vital role in the development of the national economy.On the other side,its development is limited by the shortage of resources,environmental degradation,the restriction of the external factors,such as overfishing,especially in the fishery industry rapid development today.What's more,undeveloped fishery industry technology,resource utilization efficiency is low and so on internal factors have seriously affect the development of fishery industry.Therefore,improve the level of fishery production technology,improve the fisheries economic growth pattern,improving fishery inputs contribution to the fishery output is necessary.The object of this research is fisheries of Zhejiang province,based on the analysis of the current situation of the fisheries development in Zhejiang province,development trends,compared with other coastal provinces and cities of china,on the basis of the 2004-2014 provincial fisheries panel data of input and output from the fishery inputs elasticity and total factor productivity of fisheries and decomposition of two perspective to examine the efficiency of the fishery production factors.The main research conclusions are as follows:(1)the fast development of fishery economy in Zhejiang province,to achieve fishery economic output of about 200 billion Yuan in 2014,an average annual growth rate of 8.25%,close to 5 million tons of annual production scale at the same time,the fishery industry of Zhejiang province within the scope of the coastal provinces and cities across the country to see the relative,but there are still obvious gap and fishery developed provinces and cities.(2)of all the inputs,aquaculture area of fishery output of aquatic products of elasticity,the largest is 0.248,the number of motor fishing vessels at the end of the elastic minimum,only 0.004.(3)in Zhejiang province in 2004-2004,fishery total factor productivity grew by an average of 2.1%a year,in this period in Zhejiang province fishery development trend is good,is mainly caused by technical efficiency and technical progress.But technological progress index volatility is relatively obvious,between each influence on TFP change is more obvious.according to the empirical research,this paper puts forward some policy Suggestions for sustainable development:(1)the transformation of the mode of fishery production and improve the utilization efficiency of fisheries;(2)improve the fisheries scientific research system,to promote fishery technology progress;(3)strengthening fisheries training,improve the fishermen's comprehensive quality;(4)strengthen the government macroeconomic regulation and control,is the escort of fishery development.
