Agricultural industrialization is an important way to achieve agricultural transformation and upgrading,improve agricultural modernization construction,increase farmer’s income,and promote farmers to get money.The city of HuaiAn do their endeavor to advance the management of agricultural industrialization,especially the production,processing and circulation of rice are becoming more and more active.The city has about 200 companies to process rice,and the ability of processing has achieved three million tons.There are one million and twenty thousand finished rice and two million and ten thousand paddy to sale to other cities every year.So,there are some excellent leading enterprises such as GuoRui,ShengYu,TaiLiang.The paper attempt to reaearch the successful experience about the leading enterprises such as GuoRui YongTai,especially to analyse the organization model which connects the processing companies of rice with the benefits of farmers.we can propose an best combination models to promote the development of the processing industry of the agriculture products and improve farmer’s income by comparing the different and same points of operating system in different organization forms to promote effectively change from big agricultural city to strong agricultural city.By comparative analysis to ten categories and three small class rice about the organization model of industrial management and analysis to the factors of organization model and empirical analysis to GuoRui rice processing company,we can get some conclusions:It’s an dynamic process to select the organization model of rice industrial management.New type of agricultural management main body,information technology such as electronic commerce,cooperation credibility,rice product specificity and specificity of assets will have a certain influence on rice industrialization organization model choice industry.The model of company plus X plus farmer model still holds a dominant position.From the development trend of the middle organization,cooperatives,electronic business platform,the organization of technological service have an good development prospect.The organization model of rice industrialization management is restricted by the local economic and social development level,so when we choose the model,we need to select a management model which are suitable for local development according to many factors such as the characteristic of agricultural production,the development degree of market economy,the development of agricultural science and technology.For the development of rice industry in Huaian,we support suggestions as follows:Set up a special supporting fund,guide enterprises to carry out the development of three production integration,extend industrial chain,increase agricultural added value,Focusing on building the brand of "Huaian rice"to promote the standardization of rice production,do not allow the act of one’s own free will,which causes the messy brands,low awareness,small influence.Within the scope of state licensing of agricultural subsidies,we can increase the intensity of agricultural machinery subsidies for drying machines and other agricultural mechanization,and improve the enthusiasm of leading enterprises and farmers to buy special assets,then it’s better to improve quality and benefit,and promote stable cooperation between leading enterprises and farmers,accelerate agricultural the train of the middle organization such as business platform,technical service organization,cultivation of rural cooperatives,accelerate the establishment of a new type of professional farmers system to cultivate a new type of professional farmers,which is "enough quantity,reasonable structure and excellent quality",accelerate the development of rice family farm and create an upgraded version of the tradiontional family business model.
