The Problem And Measure Research Of Implementation Of Dilapidated Housing Rehabilitation Police

With the rapid development of China's market economy, the housing problems of social members, especially the low-income groups has aroused wide concern in society.In order to solve the housing problems of vulnerable groups, government has formulated a series of housing security systems. Although these social systems played an important role in protecting the basic right of lives of the groups with housing problems, the China's urban-rural dual society structure itself with national conditions existed blemish, resulting in the widening gap between rural and urban housing security, the difficult to maintain social justice and promote harmonious social development for the different China's urban and rural housing security systems. Therefore, the Communist Party of China Central Committee from 2008 began to implement the policy of rural dilapidated housing rehabilitation. To 2014, it has spent 106.172 billions for 14.01 millions farmers with the most dangerous rural housing and the poorest (two most) to solve the basic housing security problems. The policy of rural dilapidated housing rehabilitation is a popular, livelihood project. The implementation process whether expects the desired effect and effectively solves the housing problems of "two most" farmers were studied and innovated. Progressive analysis the implementation status of the policy of rural dilapidated housing rehabilitation can provide a reference for future work.In this paper, from the investigation on the implementation status in Jiangyong county of dilapidated housing rehabilitation policy, the realistic meaning of establish and approve the performing system of rural dilapidated housing rehabilitation police were analyzed by means of literature research, field investigation and questionnaire survey combination method, in-depth interviews and other research methods. The implementation status in Jiangyong county of dilapidated housing rehabilitation policy, the existing problems were analyzed emphatically. The concrete measures and suggestion for promoting implementation of dilapidated housing rehabilitation policy were also proposed. The paper is mainly consist of six parts. The first part is introduction, including research background, research significance, research status at home and abroad, research method and thought. The second part is the basic concept and theoretical basis, mainly introduced the basic concepts involved in paper, and expounded the theoretical basis. The third part is current situation and problem analysis. The basic situation of survey spot and the current situation of implementation of dilapidated housing rehabilitation police were mainly introduced. The data were collected and analyzed by questionnaire survey, therefore obtaining the existing problems. The fourth part is cause analysis. On the basis of the above problem analysis, the caused analysis was conducted in fields of promotion, technology, funding and consideration degree. The fifth part is the measures of perfecting social security. Based on the problem discussion and investigation analysis in the above four parts, some ideas and suggests on how to improve dilapidated housing rehabilitation implementation polices mainly from planning design, promotion, management, financial security, standardize procedures were produced. The sixth part is conclusion. The research content and conclusion of this paper were summarized and reviewed.
