Research On Investment Control Of BT Projects About Public Infrastructure In Wenzhou

In recent years, the economic situation of China developed rapidly, market economy reform further. The public infrastructure only rely on the government to invest in the construction originally, also into the market economy now. The source of the government funds that invest in the construction is single, the amount of funds is more and more restricted, so the social capital has gradually become an important part of the government's financial investment and financing. The emergence of the BT model produces an new investment opportunities for social capital, to reduce the pressure for financial funds, but also to accelerate the development of public infrastructure, to bring a certain stimulating effect for the local economy. Wenzhou implement large-scale public infrastructure by BT, BOT and other models in recent years, in response to the call of the national policy to ease the pressure on local financial funds.Under the circumstance of BT model construction projects are implement in a large scale, due to the imperfect laws and regulations, and the shallow research of BT mode research by government and so on the reason, BT model construction deviated from the purpose what to ease the pressure of fiscal funds,results in some problems that the total investment of the project has increased, and the project quality is difficult to control.The focus of this paper is studing in the investment control of BT mode in Wenzhou public infrastructure, from the perspective of government governance. First, reference and study a large number of domestic and foreign literature, explore the research theory and theory of investment control and government governance in BT model. Starting from the basic analysis, characteristic study legitimacy, advantages and disadvantages, common type in BT mode; secondly, on the basis of my work experience, hackle the existing BT mode projects of Wenzhou, to summarize the issue that appear in construction project of BT mode from two aspects of inside and outside of government, to analyze the cause of the problems; Third, study the solution to control the investment of BT model from the perspective of government governance, to put forward the proposal about two respects.The one is about internal construction of the government, it's propose that establish the perfect internal control system with integration of rights, accountability and interests. The other one is about external construction of the government, it's propose that establish the overall and active supervision mechanism from whole process of project phases. Through the research of investment control about Wenzhou BT mode public infrastructure, it could bring new ideas about that Wenzhou public infrastructure construction mode of governance framework. It is advantageous to the improvement of the means and methods of the government investment, to the rational use of government funds, to the development of the construction market.
