In this paper, it was updated that the annual cultivated land quality grade in Yueyanglou District during 2011-2013 according to the assessment of cultivated land quality grade at the county level arranged by the Ministry of Land and Resources. Based on the complement and supplement of cultivated land quality gradation in 2010, The dates was collected from 2013 Annul Land Modifying Investigation, rural land regulation and supervision system, cultivated land requisition-compensation balance system by means of the standard technology from Regulation for Gradation on Agriculture Land Quality and Hunan Province Cultivated Land Quality Assessment Technology Manual. With the dates, the grade changes of cultivated land quality 2010-2013 was figured out then developed the assessment research in annual updating of cultivated land quality grade.According to our research and analysis, the sample area shows in great natural condition with rich light, heat and water. The Soil organic matter level is at 2% to 4%, no barrier layer between paddy field and dry farm’s effective soil depth is beyond 60 cm. The cultivated land is of great production potential. But there is also some obstacle factors which affect cultivated land’s quality.1.The heavy soil makes up 71.9% of paddy field with an area of 4191.5 hm2 and 90.5% of dry farm with an area of 2612.1 hm2.2.The soil with lower pH than 5.5 makes up 33.7% of paddy field with an area of 1962.6 hm2 and 32.8% of dry farm with an area of 945.7 hm2.3.The organic matter content has a downtrend and is at 2% to 3%.4. Water conservancy construction needs to be improved.16.6% of paddy field with an area of 965.8 hm2 and 18.3% of dry farm with an area of 528.5 hm2 has a simple and crude irrigate condition.29.6% of paddy field with an area of 1724.2 hm2 has a crude drainage condition.5.The farmer have a litter intention of protecting cultivated land.On the other hand, from the comparison of the changes between 2010 and 2013, the cultivated land level of the construction area has increased, the construction of cultivated land quality have begun to pay off. But from the difference of new and reduce of the cultivated land.and it was found that the rich land has been replaced of the poor land.At the end, to solve these problems, Many Suggestions are put forward, such as strengthening the protection and construction of cultivated land and fundamental farmland.
