Research On The Current Situation And Reform Direction Of Medium-term Budget In China

The establishment of a balanced budgeting mechanism is an important part of the reform of the fiscal and taxation system and the construction of a modern financial system during the 13 th Five-Year Plan period,which is also clearly stipulated in the new Budget Law.The mid-term budget system is one of the most important mechanisms for modern public budget management to realize the balance of the annual budget.Therefore,China will start medium-term budget reform and implement mid-term financial planning management.The improvement of budgeting also brings great challenge to our government's public expenditure management.How to promote the medium-term budget reform and how to manage the medium-term budget is also a topic that we must study in the current financial circles.Based on the experience of mature medium-term budget and the specific implementation of medium-term fiscal planning,this paper has carried out the feasible design and preliminary construction of the medium-term budget implementation framework and reform path.This paper as a normative research articles,has been divided into five parts: the first part is the introduction,which introduces the research background,the research method,the main research results at home and abroad for the medium-term budget,As well as the existence of innovation and lack of this article.The second part is the theoretical analysis,introduces the defects of the annual budget balance and the rise of the cyclical balance,and through the comparison with the annual budget,illustrates the medium-term budget in the management of public expenditure on the functional advantages,combined with economic cycle theory,Functional finance under the medium-term budget to achieve the key node of the cyclical balance.The third part is the introduction of China's medium-term budget of the practical practice,including China's medium-term budgetary reform of the historical exploration,and the current implementation of China's medium-term fiscal planning-based on the Z field survey,and summed up the implementation of the interim financial planning process The author analyzes the factors which restrict the medium-term budget reform in our country.The fourth part introduces the experience of medium-term budgets abroad,including the exploration and development of medium-term budget abroad and some successful experiences.Through detailed analysis of the medium-term budget framework of nine African countries with developing countries,Medium-term budget exploration and practice of inspiration and reference.The fifth part is on the basis of the previous article,the medium-term budget framework of China from the overall,technical and organizational level for a reasonable design,as well as China's medium-term budgetary reform of the progressive path to explore.
