The Central No.1 document of "about some opinions on accelerating the construction of agricultural modernization by the reform and innovation" issued in February 12015, pointed out clearly that the agricultural modernization of China facing great challenge, and emphasized that we should follow the way of integration development of the primary, secondary and tertiary industry. The production oriented should transform to consumption oriented, expand the industry form and driving the transformation of ecological civilization of the development of agricultural modernization through the leveraging the regional development by the agricultural industry innovation.
