| With the continuous development of Chinese economy,many state-owned monopoly industries are gradually becoming market oriented in the face of increasingly complex economic environment.Affected by the impact of the smoking tobacco control and a sluggish economy in recent years,the increase of profits and taxes in the tobacco industry is more and more difficult.The tobacco industry should adjust development strategy in time and establish a sound internal control system.By the implementation of internal control,the tobacco industry can enhance the operational capacity of state-owned capital.As an important part of the tobacco enterprise assets,fixed assets have the characteristic of high value and long using period.So the security and integrity of fixed assets directly affect the interests of tobacco enterprises.How to strengthen the internal control,especially the internal control of fixed assets,has become the key to the development of the tobacco industry.In this paper,the research object is the fixed assets internal control of DX Tobacco Company.The paper uses theoretical analysis method,survey research method,case analysis and qualitative analysis research methods to analysis the theories on the internal control of fixed assets through the summary of domestic and foreign relevant research literature.The paper expounds the meaning of internal control,the functions of internal control and the main contents of internal control.The paper also expounds the significance,objectives and principles of the implementation of the internal control of fixed assets in the tobacco industry.The paper first introduces the basic situation of DX tobacco companies,including the organization structure and business process,the internal control organization of fixed assets,the internal control of fixed assets and the related system of internal control of fixed assets,and then points out the problems existing in the fixed assets internal control of DX Tobacco Company.The problems include poor implementation of the budget control,simple acceptance procedures,loose daily management control,nonstandard disposal procedure and so on.The reasons for its formation mainly include imperfect corporate governance structure,the neglect of fixed assets internal control,unreasonable organization and staffing,inefficient internal communication,failing to establish an effective performance appraisal system,invalid internal audit and so on.To solve the above problems,this paper puts forward many suggestions by COSOinternal control theory as the guide.It recommends the company to optimize the governance structure,set up a reasonable organization and job division of labor,strengthen internal control awareness and operational capabilities,adjust the personnel policies and improve the audit methods.It recommends the company to strengthen the budget management and control,carry out strict inspection procedures,strengthen the daily management of assets,standardize the assets disposal procedures in the establishment of good control activities.It suggests establishing an asset management group and improving the utilization of asset management information system in the aspect of information communication.It recommends the company to strengthen the audit of fixed assets management and construct the performance evaluation system of asset management and so on.Through this series of measures,I hope can help the company to improve the fixed assets internal control quality and the level of fixed asset management,to protect the safety and integrity of state-owned assets,to ensure the maintenance and appreciation of state-owned assets,and finally realize the maximization of enterprise value. |
