Intermediate business of modern commercial banks in China has gone through a rapid growth along with the maturing process of macroeconomic environment.Intermediate business,as the main non interest-spread revenue for commercial banks,increased dramatically in the past few years.Targeted customers consist of almost all categories of traditional customers,which indicate a broad impact in banking industry.Commercial banks encountered a variety of problems in terms of fees regulation,service charge standardization and information transparency.In exercise of the power conferred by Chines laws,government regulation is considered to be the most efficient way to resolve this discrepancy.In recent years,the Chinese government has carried out policy intervention and supervision in the intermediate business fees of commercial banks.The National Development and Reform Commission inspected intermediate business fees of 150 commercial banks and brunches from October 2013 to the end of 2014,and implemented economic sanctions with 15.85 billion yuan,which proved the determination of our government in the regulation of intermediate business fees of commercial banks.This article tries to build a governmental regulatory system aiming at intermediate business fees of commercial banks from the perspective of the regulatory body,content regulation,means of supervision.Firstly the article reviews the relevant literature from necessity of the intermediate business charge,service pricing and the necessity of the regulation with combining with the theoretical basis of government supervision of the charge for intermediate business of commercial banks.Secondly,through reviewing the development course of intermediate business fees,we summarize and classify the existing problems of intermediate business fees.And then the article refers to relevant international experience mainly in the United States,Singapore and other developed countries in the intermediate business fees.Finally,combined with the reality of China's commercial banks intermediate business fees the article tries to build China's Governmental supervision system of the intermediate business fees of commercial banks from the perspectives of supervision,supervision body,supervision content and the means of supervision.The concept of supervision is divided into law public participation,scientific pricing and so on.As for the regulatory body,there are three kinds of regulatory bodies which are government regulation,social supervision and self-regulation.Firstly government regulation is involved of China Banking Regulatory Commission,National Development and Reform Commission and the People's Bank of China.Then commercial banks are the main body of the self-regulation.Lastly industry association and the public are described as the representative of social supervision.As for content regulation,the paper advices from the angles of fees access threshold,charge regulation pricing and information disclosure supervision,especially focusing on fees set and access conditions of government intervention.Finally,in the aspects of the means of supervision,this paper analyzes and puts forward suggestions from the angles of legal means,administrative means and the latest electronic means.
