The logistics industry is big business, meanwhile it's also big environment. The logistics industry is both a service industry and a basic industry. Advanced logistics can reduce logistics cost, improve the investment environment. Promoting industry development and guiding the residents' consumption. Logistics has been called "the third profit source" of promoting economic growth besides resource and manpower. So more and more areas pay more attention to the logistics industry, and increase the investment in the logistics industry. But relative to demand, the investment is always not more enough. Now how to making the most of limited resources efficiency is a urgently problem to be solved.At present, the ways of investment distribution lack qualitative analysis, and they can't balance the development of all regions at the same time to ensure that the benefit maximization. This paper based on region of Hubei province as the research background. And it uses the multi-layer structure model, the Hubei province logistics industry as a system, each city, county and area of Hubei province, as subsystems of level 1, level 2, etc. We adopt the concept of project management, and find the investment and the income. Next we get the investment-income function based on Douglas production function. Then with profit maximization as the goal get the investment-income function of upper layer. Layers of recursive finally we can get the optimal investment-income function in Hubei. According to the optimal investment-income function we can get the optimal investment allocation from region to region. At the same time, in order to ensure the fairness of the distribution, so that the area can be balanced development. Finally, we adjust the distribution plan according to the level of logistics development in each area.The basic principle of model is simple and clear, the data from the bottom to make the results more real. On one hand it make convenient for designers to implement; on the other hand, the model is more intuitive and easy to master by the management personnel. At the same time it can also satisfies the investment demand of the key areas and give attention to maximize investment efficiency.
