In this paper, by using literature, behavioral event interview and questionnaire, as well as by using the project analysis, internal consistency analysis, factor analysis and the reliability and validity test, the competency evaluation system for the local taxation bureau practitioner is constructed. The index system contains 5 dimensions: the professional quality,service consciousness, moral characters, management ability, professional knowledge and skills, social skill and communication, and the competency assessment scale of the local practitioners is formed on this basis.The local employees of Taizhou, Jiangsu were selected as the research object. They were valued by using the competency assessment scale which was designed in an earlier stage. Evaluation results show that, the weakest 10 competency scores of the Taizhou local practitioners in Jiangsu province, are: customer focus, management knowledge,communication skill, people-orientation, economy knowledge, consciousness of proactive,writing comprehensive ability, sum up execution ability, innovation ability. There are some problems: the first one, they can’t “drop the pretentious air” to pay attention to the customer focus and the people-orientation; Knowledge of management, knowledge of economics cannot "advancing with The Times"; Innovation ability can’t be "lead" target; Proactive and execution is not strong; Communication, text comprehensive ability and generalizations ability can’t achieve the advantage of "propaganda".The main reason which leads to the problems above are: ideology is not in place, has not yet set up a "take the customer as the center" concept, idea obsolete, service consciousness is not strong, lack of professional training, resulting in professional ability is not strong,comprehensive tax governance and internal requirement for tax personnel comprehensive ability is weak, resulting in lack of innovation, information system data sharing degree is not high, resulting in poor communication, systems are not in place, resulting in the execution is not strong, positive lack of incentive mechanism, affect the work initiative and summarizing lighting "is not in place, resulting in the writing ability is not strong.
