Research On Local Government Behavior In The Process Of Merger And Reorganization Of Coal Industry

Once served as the propellant in the construction of China's socialist,coal industry has played an irreplaceable important role since the reform and opening up and it reached to its golden age in 2003.However,all kinds of problems emerged at the same time,which lead to the situation that only by reform can coal industry achieve recovery.As one of the biggest coal-producing province in our country,Shanxi took the lead in the mergers and acquisitions of the coal industry.But it didn't achieve its expected outcome in the execution of this policy.Both state-owned coal enterprises merged small private enterprises and the changing of the ownership structure of the coal industry didn't make the coal industry achieve the glory of the past.On the contrary,the running status of coal industry is getting worse and worse.Various kinds of coal enterprises have been closed down.Therefore,we want to ask a question:What's the role of the local government behavior in the coal resource allocation and the administrative intervention of Shanxi province?Studying on the local government behavior in the process of the mergers and acquisitions of coal industry is essentially to study the local government function orientation and role-playing.Therefore,through researching on the current status of coal industry mergers and acquisitions of Shanxi province and the correct understanding,the paper tries to systematically analyze and discuss the behavior status,realistic problems and the influencing factors of the local government in the coal industry mergers and acquisitions.And then scientifically define the role of the local government in the coal industry mergers and acquisitions,aiming at reconstructing the behavior pattern of local government and exploring corresponding system innovation through the objective analysis of the problem.Finally,I put forward my ideas about how the local government deals with the new type relationship between the government and enterprise under the market economy system.The paper includes six chapters: Chapter one is the introduction.It demonstrates the background,significance,innovation spots,difficulties of this paper and studies the relative materials at home and abroad and analyzes the research status of this problem.In chapter two,I mainly explain the theory of government behavior under the market economy environment and analyze the government theory at home andabroad.On the basis of these theories,I study the current behavioral pattern of local governments in our country.Chapter three is the empirical analysis of the coal industry mergers and acquisitions of Shanxi province.Start with the brief introduction and analysis of the status of coal industry mergers and acquisitions in Shanxi,I comb the executive status of the coal industry mergers and acquisitions.In chapter four,I analyze the local government's behavior and emphasize its main problems and reasons in the coal industry mergers and acquisitions of Shanxi province.Chapter five is the most important part of this paper.In this chapter,I put forward countermeasures on how to regulate local government's behavior in the coal industry mergers and acquisitions and redefine its role as well as invent its function.At the end of the paper,I put forward that if the local government want to do something for the mergers and acquisitions of coal industry,it must change its role position.Also,I make a summary of the paper and put forward the shortcomings of the paper in the conclusion part.
