Research On The Effect Of Policy Agricultural Insurance Operation In Anhui Province

In China,the problem of “agriculture,rural areas and farmers” is the national economic and social to the coordinated development of an important strategic issue,is also the important breakthrough of national economic rapid development.Agricultural insurance is an important part of national agricultural security system,with scattered agricultural production risk to promote economic stability and healthy development of agriculture.In recent years,in support of the country,around the pilot work of the policy-based agriculture insurance in full swing,increasing pilot provinces,the pilot of the risks are also growing,the provinces to stress policy-oriented agricultural insurance is improving,policy-oriented agricultural insurance is a good opportunity for development.Anhui province is a big agricultural province,the proportion of agricultural population in Anhui province is very large.Anhui is a province with frequent natural disasters,so the development of agricultural insurance is an inevitable thing.In 2008,Anhui province was identified as policy-related agricultural insurance pilot provinces,during the pilot Anhui agricultural insurance premiums increased year by year,cover crop area also increased year by year.Although the development of agricultural insurance in Anhui faster,but still in a state of imperfect,there are still many problems in the process of operation.This paper is to study the effect of the operation of the policy oriented agricultural insurance in Anhui province.This paper mainly from two aspects to evaluate the operation effect of the policy oriented agricultural insurance in Anhui province.The first aspect is based on the perspective of farmers to evaluate the running effect of policy-related agricultural insurance in Anhui province,from farmers for policy-oriented agricultural insurance engagement,awareness,evaluation of policy-oriented agricultural insurance system,evaluation of policy-oriented agricultural insurance services,the influence factors of farmers on agricultural insurance satisfaction and so on comprehensive analysis of the operation of the policy-oriented agricultural insurance effect in Anhui province.The second aspect is to analyze the agricultural insurance premium income in Anhui province,to pay for per capita net income of farmers in Anhui province,the influence of grain production and agricultural GDP,from this Angle to study the operation effect of Anhui agricultural insurance.The research results show that the scale of the Anhui province policy-related agricultural insurance in gradually expanding,farmers have high participation,at the same time also exist between agricultural insurance and agricultural economic long-term stable relationship.But there are also farmers lack of awareness,agricultural insurance agency orgnaization is less,such problems as not enough publicity.This paper analyzes the causes of the problems,and then puts forward the corresponding countermeasures and suggestions.The first part is mainly introduced the background and the significance of the research,the domestic and foreign literature review,mainly proposes the research ideas and methods,puts forward the overall framework and innovation.The second part mainly introduces the theoretical basis of policy-related agricultural insurance,including economic theory policy-related agricultural insurance and agricultural insurance mechanism theory,provides a strong theoretical basis for the study of the paper.The third part mainly introduces the development of policy-related agricultural insurance in Anhui province,Anhui policy-related agricultural insurance development course,the operating mechanism of agricultural insurance in Anhui province and Anhui agricultural insurance premium.The fourth part,first of all,on the basis of the research analysis of the effect of farmers in Anhui agricultural insurance operation evaluation,and then through the analysis of the running of the Anhui province agricultural insurance of farmers income,the influence of grain production and agricultural output value to evaluate the effect of the operation of agricultural insurance.Finally based on the analysis of the effect to explore the problems existing in Anhui provinceThe fifth part puts forward the countermeasures and suggestions to the problems of agricultural insurance in Anhui province.In this paper,the innovation points:1.Select the run less side effect to agricultural insurance research,make the research of this paper has more practical meaning and value.The operational effect of agricultural insurance as a unique problem for research,make the article research results more practical and targeted.2.The two perspectives of the combination of research methods.First of all,based on the perspective of farmers to evaluate the running effect of Anhui agricultural insurance,from the participation of farmers' agricultural insurance,recognition,evaluation of agricultural insurance system and the service and satisfaction influencing factors to the comprehensive analysis;Then from the Angle of the government to explore the agricultural insurance after pushing for food production,farmers income and the influence of agricultural GDP.Combination of the two perspectives makes the results more meaningful.
