As the international financial crisis deep influence of the world continuously, our country with the historical trend of economic globalization and world multi-polarization, timely put forward the initiative of the Silk-road economic belt. The strategy aims at tapping the market potential, promoting the investment and consumption and contributing to the recovery in the global economy on the basis of the connectivity and exchange of different countries. However, the construction of the Silk-road economic belt need to priority to the development of infrastructure, so as to realize interconnection and ability for cooperation in other fields. The development of infrastructure needs a lot of financial support. Since put forward the strategy, there have successively set up some financial institutions such as the fund of silk-road and the Asian infrastructure investment bank for funding requirements to support the construction of infrastructure. However, these are exogenous financing way. For the construction of China's Silk-road economic belt, the ways of endogenous financing is the basic way to solve the problem, which requires increasing finance absorbing ability along the provinces in our country to provide a lot of money for the construction of the Silk-road economic belt.Finance learning ability are residents of the jurisdiction of the local government to meet the public demand on the basis of principle of considering the costs and benefits and do their best to learn from the process of financial resources. Based on the theory of fiscal decentralization and the effective government theory, it is found out the necessity and effectiveness of local governments to draw money. Local governments has a comparative advantage than the central government in improving efficiency, increasing social welfare at the provision of local public goods. So the government needs to give local governments derive financial power to make it able to provide public goods autonomy. Local government in the process of draw money needs to focus on learning efficiency and improving the government officials enthusiasm and should be from the perspective of cost and comprehensive income to weigh the learning results.Empirical aspect, this paper uses stochastic frontier analysis(SFA) evaluated the nine provinces and regions of west of China finance learning ability. The study found that the overall finance derive efficiency of the region is not high and the level of internal learning also is not neat. The reasons include not only the influence of the level of economic development, also is restricted by many other factors. Based on this, through the factor analysis method, we have made all influence factors of the region's financial ability to extraction. The results show that the dip potential factor and institutional factor is the main factors affecting the provincial finance learn ability of China's Silk-road economic belt. Finding the main influencing factors, it may be find the direction. By using the Bahl's method, it estimates the theory of fiscal revenue and compared to actual fiscal revenue to get the degree of fiscal draw efforts. Finally, to make the degree of fiscal draw efforts as the dependent variable and make the provinces rich degree, degree of fiscal decentralization, regression analysis was conducted for the transfer payment rate as independent variables, the results show that the more affluent areas, the lower the degree of fiscal effort. Fiscal decentralization has a positive influence on the local finance derive effort. The current transfer payment system in the region distort the finance derive efforts and with high degrees of regional tax codes, derive the effort level is lower.
