Research On The Policy Support Of Farmers' Professional Cooperatives:System Construction Or Material Support?

With the introduction of the "agricultural cooperatives law",the number of cooperatives in Chinais growing rapidly.Meanwhile,cooperative's heterogeneity and diversity characteristics also sparked widespread controversy and doubt.Why the development of cooperatives is not satisfactory which we give it high hopes at the very beginning?In order to promote the healthy development of cooperatives,what kind of support policy the government should introduce?In this paper,we aim at that improve the cooperative policy support system,and promote cooperatives' high quality and healthy development,starting from the government's function localization and essence of cooperatives to explore policy support and the relationship with cooperative.Common Product Attribute is the fundamental reason for the policy support of cooperatives.Its goal is to promote the implementation of Common Product Attribute of cooperatives.This paper first analysis of cooperatives to achieve benefit poverty,technology promotion,food safety and other Common Product Attribute mechanism and based on tracking survey data,combined with econometric analysis and case analysis and comparison.We can know clearly that situation of cooperative benefit poverty,technology promotion,food safety and other Common Product Attribute and analysis framework based on them for the development of cooperatives,combined with realistic constraints to explain China cooperative governance structure and Common Product Attribute's realization of the causes.Finally,based on the international experience about the cooperative support policies,we can research the program and suggestions about China's cooperative policy support system.The specific content of the relevant research are as follows:First of all,this paper theoretically analyzes the appropriate support policies of cooperatives.From the government's functions,and discuss the goal of the government to support the cooperatives,and then discuss the appropriate support policies.The function of the government is to provide public goods.The reason for support the cooperative lies in the Common Product Attribute of cooperatives,namely,the public service function of the government.Therefore,the goal of policy support cooperative should be to promote the realization of the Common Product Attribute,which then determines the appropriate policy support.The paper puts forward and proves the appropriate policy support mode from the academic theory:the system construction.Secondly,the paper analyzes the mechanism and the conditions for the realization of Common Product Attribute.Cooperatives' Common Product Attribute is mainly manifested in the cooperatives have poverty,helping to support smallholder farmers and poor households.It is a kind of important forms of agricultural technology diffusion.It is good for in the promotion of agricultural technology,and to improve food safety.In order to realize the Common Product Attribute,cooperatives must ensure that its special governance structure,namely the essence of "cooperative owners and patrons in the same".In addition,in order to realize the Common Product Attribute,we should cooperatives ensure not to the exclusion of farmers,and have relatively perfect food safety supervision system.Then,the paper examines the realization of the Common Product Attribute in the reality and causes.With large random sample data,this paper established analytical framework of cooperative development suitable conditions,combined with China's reality constraints,explain the reason why cooperatives failed to achieve Common Product Attribute.Afterwards,this paper discusses the system construction methods which based on international experience.The basic conclusion of the thesis,cooperatives'Common Product Attribute is is the fundamental reason why cooperatives can get policy support.cooperatives to achieve Common Product Attribute must ensure that "The owner is the same as the patrons".Furthermore,we must ensure cooperation does not exclude small farmers and other.Suitability of cooperative key factors include:1.agricultural labor supervision;2.The degree of asset specificity and the size of transaction uncertainty;3.external resources support;4.the market structure;5.Team size and heterogeneity.In reality,these conditions more conducive to the development of cooperatives cooperatives make conditions more suitable.The reality of cooperatives essentially is a kind of organizationfor other production and operation mode,fit the "owners and patronage with a" cooperative rare.In reality,cooperatives also failed to achieve benefits poor quality.Due to the reality of household heterogeneity,food safety supervision is not perfect,policy support take more material support.all of them leads to cooperatives have poor adaptability in China,this is the reality that cooperatives why failed to achieve the Common Product Attribute.The policy suggestion of this paper is that,in order to promote the realization of the Common Product Attribute,the current support policy must be adjusted,which should be transferred to the system construction by the material support.
