Study On Negative List Management Within Shanghai Pilot Free Trade Zone

On the September 29th 2013, Shanghai pilot free trade zone was established. The government of Shanghai published the Special Administrative Measures For The Access of Foreign Investment in the China(Shanghai) Pilot Free Trade Zone(Negative List)(2013) on September 30th. Now, Shanghai pilot free trade zone has running for more than two years, and the Negative list has published three versions. We can see the great achievement Shanghai pilot free trade zone made by using the negative list management. As the pilot of reform and opening, there are many different opinions on negative list within Shanghai pilot free trade zone. Study on the negative list has further meaning to reform and opening for us.This paper is focus on negative list management within Shanghai pilot free trade zone, for example, the problem exist and the suggestion on it, through comparing with foreign negative list management. On the other hand, find the advantages from the comparison between positive list and negative list management. The paper is divided into four parts for describing it. The first part is introduction of this paper and literature reviews. The second part is the situation about Shanghai pilot free trade zone and negative list management. Then it introduced the features that negative list had and problems that exist. The third part is negative list management in foreign countries, including developed countries and developing countries. The fourth part is suggestions on Shanghai negative list management and its promotion and application.
