In the population continues to grow,the widening gap between the rich and poor,environmental pollution is aggravating factors such as more and more influence under the background of the sustainable development of society,people began to look at social,economic and environment into consideration.Part of the financial department under the influence of green economic policy with their own needs,really started to focus on economic,social and environment "three factors",this is getting more and more attention to the customer the purpose of lending money and its effects on environmental and social aspects.In terms of Hainan,as a national ecological province,speed up the construction of ecological civilization is the important guarantee for the construction of international tourism island in Hainan.Only deal with the relationship between environmental protection and economic development of Hainan is capable of in the construction of"ecological civilization demonstration zone",the construction of "ecological province civilization" walk in the forefront of the country.Therefore,developing green microfinance,for Hainan has important significance.Thesis adopt the method of combination of empirical and normative,from green resource allocation effect of microfinance,green mechanism of the environmental impact of microfinance participants,loan demand and supply side of game analysis and participants willingness to support green four aspects of green microfinance carries on theory analysis,and then through the questionnaire survey of Hainan province green microfinance development present situation and existing problems.Survey of Hainan province green microfinance problems mainly include the concept of "green" is not strong,the distribution of main body is not easy to clear,insufficient regulation,environmental performance evaluation mechanism exists defects and loan enterprise development face difficulties.By reference to solve these problems,the United States,Europe,and Japan's experience in the development of Bangladesh,from two aspects of the government and microfinance institutions green microfinance of Hainan province countermeasures and Suggestions are put forward.This paper argues that,in the process of development of Hainan province green microfinance,microfinance institutions and government is promising.Hainan green microfinance development needs the government's protection and guidance,including perfect relevant legal system,intensify supervision,build,finance and tax incentives,pay attention to environmental protection publicity and education,etc.At the same time,also needs to microfinance institutions improve their own,including the implementation of the environmental risk assessment,reserve "green talents",developing green financial products,nurture green concept,etc.Finally,green microfinance can take loan project oriented and customer oriented mode,put forward the development of Hainan province green for a microfinance short-term project oriented mode,can gradually transition to customer oriented mode.In this paper,combined with the actual situation of Hainan province,expects to receive financial and the attention of the relevant government agencies,so as to improve the green level of microfinance in Hainan province play a positive role.
