The reform and development of China telecommunication industry has experienced about fourteen years. In the early days of it is united between government and enterprises and monopoly. Today it is the competitive situation among the three major operators of China Mobile, China Telecom, and China Unicom. During this period, with customers' increasing demand of network quality, the communication industry competition aggravated, it is necessary for telecommunication operators to adjust and optimize communications network operation and maintenance management mode. There is a point to point out, its own development direction of operation and maintenance is also a continuous accumulation and gradual upgrading process.Yiyang Unicom network operation and maintenance management mode is facing the situation, which makes it extremely important for this article to study the Yiyang Unicom network operation and maintenance management optimization mode. This article is divided into five chapters. It mainly analyzes network operation and maintenance management problems in the Yiyang Unicom after reorganization of the telecommunications industry. At the same time, this paper presents aims in the optimization of Yiyang Unicom network operation maintenance management mode. It has designed the specific content of optimization and adjustment in the Yiyang Unicom network operation and maintenance management mode. In order to ensure better implementation of the optimized operation maintenance management mode, according to the importance in workers in the operation and maintenance, it has also designed a positive incentive measures. Finally, this paper has made summary and prospect on research.This article uses the SWOT analytic method to analyze the external environment of Yiyang UniCom. After the survey of Yiyang Unicom customers, It is found that the monitoring duty is the weak link in maintenance and Foundamental post of index guarantee and Promotion in customer s'perception. Through survey on maintenance workers in Yiyang Unicom, we find that the staff don't approve the reward and punishment on the performance. We need to adjust evaluation on performance, and increase the positive incentive methods to enhance staff morale. In this paper, the knowledge of management science is used. According to the actual situation of Yiyang UniCom, the network operation management mode is optimized to ensure that the Yiyang UniCom can carry out the core idea " to think customer as the center, to promote development by service ", and realize maximal aim in the benefit of Yiyang UniCom.
