Informal employment has attracted a large number of female workers because of its flexibility,low employment threshold,and the ability to balance family and work.However,Chinese current female's employment protection system is designed and operated on the basis of the employment characteristics of regular employees,overall there is a problem of poor targeting and lack of guarantees in guaranteeing female's informal employment,and it is difficult to ensure female's informality.Employment groups receive high quality employment.Therefore,we should establish the "priority of employment,skills-based" approach,with labor training as the premise and the core,from the three aspects of employment services,employment protection,social insurance to improve,thereby helping women informal workers get rid of the status of low quality of employment To achieve the policy objective of high quality employment proposed by the 19 th National Congress.
