Research On The Development Path Of Independent Colleges In The “post-transition Period”

In 2008, the Ministry of Education promulgated the "Independent College Set Up And Management Approach", that the independent institute independently choose their own path of development. Five years' transition period is over, with the change of market demand and the change of the structure of higher education, independent college has entered the "Post transition period","where to go" is the primary issue in the development of Independent Colleges. The independent college has entered the"transition period", while most of them are still waiting, lingering or even halting the troops and waiting. While the Independent Colleges will success or not, the following system supply and policy design will be particularly important. At the same time, it also relies on Independent Colleges to seek their own development.This paper analyzes the existing problems and causes in the development ofIndependent Colleges, starting with the theory of the transformation of government functions, the denotation and connotation development theory, and the public policy theory. It states that the deviation of external government public policy, the unclear of the independent institute, the unknown of the structure of property rights, the imperfect of the management system and the backward of the talent mechanism have become the obstacle of the development of Independent College. I combined the experience and enlightenment of foreign university development and thought that the development of the Independent College in the "late transitional period",the first thing is that the government should change the function, be the servant of the reform and development of the Independent College and do the construction of macro planning and guidance system of relevant public policy. On this basis, Independent colleges should highlight the school characteristics, follow the way of connotative development, reform the internal management system and mechanism of Independent Colleges, strengthen the construction of teaching staff, implement the engineering of talent strong school and establish and perfect the supervision and management system of Independent Colleges in order to meet the needs of the market in an invincible position in the competition With a high level of education quality and school characteristics. The development of Independent Colleges is a long and complicated problem, it needs unremitting efforts to explore in order to make the development of Independent Colleges vital.
