With the deepening of the reform of education system and the perfection of the national education system, the importance of ordinary senior high school education has been highlighted. At present, on the one hand, general high school education funding relies on the strong support of government finances, on the other hand from the school income, social contributions, including tuition fees. Ordinary high school is a non-compulsory education, requires educators to share the cost of education, tuition income is essential to the reform and development of schools, is the main source of high school education funding. And "the national long-term education reform and development plan (2010-2020)" repeatedly mentioned tuition. In recent years,ordinary high school in China is developing, the school size, and school conditions continue to improve, ordinary high school education has entered a new period of development. In 2015, the state proposed the "popularize high school education" and the abolition of the "three limit" policy (limit the number of people, limit the number of money, limited score), banned the choice of school fees; In April 2017, the state once again proposed the "High School Education Popularization Program(2017-2020)", which stipulated that the education costs should be reasonably shared according to the non-compulsory education stage, make the tuition standard, strict tuition standard adjustment procedure, build the dynamic adjustment mechanism. But it still caused the lagging tuition fees, "Arbitrary charges" phenomenon, a large number of students with financial difficulties and other issues. Therefore, it is urgent to formulate a scientific and reasonable policy for ordinary high school tuition, to promote the healthy and sustainable development of ordinary high school, and to realize the popularization of ordinary high school education.Based on the general scale of senior high school education in Jiangsu Province,this paper mainly focuses on the understanding of the tuition standard and the relevant policy of the tuition fees. The study finds that for the current high school in Jiangsu Province, the existence of education costs is unreasonable, the development of tuition fees is not scientific, "arbitrary charges" seems seriously, different levels of school tuition does not reflect the "high quality" and other issues. The reason is that the lack of scientific education cost accounting mechanism, the lack of government financial investment led to a heavy burden on individuals, tuition fees have failed to advance with the times and the "three limit" policy to cancel the supporting measures doesn't keep up. As a result, the third chapter of this paper summarizes the status quo of the tuition policy of ordinary high schools in Jiangsu Province and the general situation of general senior high school education in recent years. Based on these, the author calculates the average senior high school. Student education costs in different areas,different levels and different economic structure in recent three years. And according to the price level of Jiangsu Province and the economic affordability of the residents,at the same time to the surrounding provinces and cities in the ordinary high school tuition fees as a reference for the current high school tuition fees in Jiangsu Province reasonable policy recommendations. At the end of the article, from the perspective of educational economics, this paper explores the necessary measures to improve the tuition policy of ordinary high schools in Jiangsu Province, that is, the government should build a steady increase mechanism of ordinary high school funds; adjust the ordinary high school tuition fees timely; strengthen the management and supervision of ordinary high school education fees; actively promote the general high school education fees legislative work; establish and improve family financial assistance system for poor students. The conclusion part sums up, reconsiders and prospects.
