Since 2014,China has began to vigorously promote the PPP model,also known as the "Public-Private Partnership",in the urban construction,highway railway,sewage treatment,garbage disposal and other fields.PPP model is different from the previous episodes of government and social capital cooperation,but in the form of the system emphasized by the government.PPP model can introduce social capital to the field that they seldom dabbled in.The government can also reduce the pressure of fiscal expenditure and use management technology and science technology.PPP model can change the government administrative system and improve the efficiency of the government.Nowadays,China's vocational education is dominated by public vocational colleges and private vocational schools,which the government is the main and social capital as a supplement to the vocational education system.After 30 years' development,China's vocational education has become an important part of the education system in our country.It has trained plenty of skilled and applied talents in our country.Our vocational education makes great achievements but also facing a series of problems,such as insufficient investment in funding,management efficiency is not high,the teaching quality is low and so on,seriously affecting the vocational education status in the education system of our country,seriously restricting the role of vocational education on China's economy and society.Introduced to higher vocational education,the PPP model can promote the development and ease the problems of China's higher vocational education.It also can improve the existing "school-enterprise cooperation" in public colleges and "governmental support" in private colleges,which is loose cooperation in government and social capital.Based on the quasi-public nature of vocational education,this paper introduces the PPP model into the field of vocational education through six parts.The first part mainly expounds the research background and significance,research status,the definition of relevant concepts;the second part mainly expounds the theoretical basis of this study,including the theory of public goods and the theory of PPP,and the PPP model's financing function and management function as the following chapters clues;the third part expounds the higher vocational education's current situation and then discusses the existent problems of higher vocational education and then discusses the higher vocational education in the field of social capital in the development status and restriction factors;the fourth part discusses the feasibility and applicability of PPP model in the vocational education;the fifth part discusses the design mechanism of vocational education by the PPP model,including in the vocational education infrastructure and "school-enterprise cooperation" and "governmental support";the sixth part is the conclusion.
