With the rapid development of economy and society in Tibet Autonomous region,all kinds of public affairs of the government are becoming more and more complicated,scientific,knowledgeable and information,and the administrative ability of the government is also required higher.At the base level,the public officials are the main sources of power and capital of the government offices.They are directly connected to the groups of people and serve the masses.They are the gut-to-link belt of the government and the society.It is the person who has the administrative policy and the basic stone of the whole public service team.In Tibet Since the region is actually across the development of the key period of Yue style,also for the purpose of building the core of the government to compete for the core of the important section of the hand.All sides of the base staff will be higher and higher.Therefore,it is an important and urgent task for the Lhasa Municipal Party Committee and the Municipal Government at present to do a good job of training the grass-roots civil servants and to set up a high-quality grass-roots civil servant team which is the basic guarantee of the work of the government as well as the present stage of the Lhasa Municipal Party Committee and the Municipal Government.In recent years,Tibet has kept pace with the times in the training of grass-roots civil servants and has made someachievements.But there are also some problems and shortcomings.Therefore,this paper will aim at the problems existing in the training of grass-roots civil servants in Lhasa City,and put forward targeted suggestions and countermeasures,which will have a certain practical guiding role.It can also provide useful reference for the development of civil servant training theory and practice in Tibet and minority areas.This paper makes statistics,analysis and collation of the relevant documents through literature analysis,expounds the characteristics of the grass-roots civil servants in Lhasa as a minority area by means of comparative research,applies questionnaire survey and interviews,This paper analyzes the main problems of the basic civil servants in Lhasa in training institutions,teachers,contents and methods,input and output of training,training demand,training evaluation and incentive mechanism,and puts forward corresponding countermeasures.This paper is divided into five chapters.The first and second chapters lay a certain theoretical foundation for the later research.The first chapter is the introduction,mainly expounds the background,significance,purpose of the research,and collects and collates the domestic and foreign literature on training.The present situation and development trend of related research at home and abroad are expounded.The third chapter is mainly for the analysis of the problems,for the following research to provide a certain practical basis: introduced thecharacteristics of grass-roots civil servants in Lhasa,the results of the questionnaire survey statistical analysis,training status analysis,and in these analysis of the On the basis of finding out the existing problems and deficiencies in the training of grass-roots civil servants in Lhasa,the paper also expounds the various factors that affect the training effect of grass-roots civil servants in Lhasa.The fourth chapter introduces the training measures of civil servants in other three cities in China,and makes up for each others shortcomings,the fifth chapter puts forward some suggestions and countermeasures to improve the training of grass-roots civil servants in Lhasa.Also is the main innovation part of this research.Finally,the final conclusion of this paper is obtained.
