| In recent years,China’s increasingly growth of economic and military strength and frequency of maritime activities has not only aroused the vigilance of Japanese Political Circles but also caused widespread concern in Japanese Academic Circles towards the Diaoyu Islands.It’s worth noting that Japanese Academic Circles no longer focuses on the issue of sovereignty,but directly provides the government with specific policy tools from the fields of diplomacy,security,economy and society,etc.That not only meet the needs of the LDP governments,but also happen to have same views with the Young Turks in the Democratic Party,such as Seiji Maehara,which is the main reason that Japanese Academic Circles could be deeply involved in the process of the control of the Diaoyu Islands and surrounding waters.Since Abe’s government,each cabinet formed “Private Consultation Agency of Prime Ministers” to serve for the formulation of the Maritime Policies.Experts and scholars use this platform,under the guidance of rules of procedure,comment on the governments’ Maritime Policies and give advises to policy makers by reviewing policies,submitting proposals and participating in discussions.This process is the "Political and Academic Interaction" proposed in this paper.After the successive improvement of these governments,the participated scholars’ professional background has been continuously expanded and their work efficiency has been gradually improved.Finally formed a kind of mechanism of "Political and Academic Interaction" combine with core institutions like Private Consultation Agencies of Prime Ministers,Department of Integrated Marine Policy,Cabinet Secretariat and other widely involved departments,organizations and research power include ministries and agencies,think tanks and national university corporations during the times of Yoshihiko Noda.Which effectively assisted Japanese Government in controlling the diaoyu islands and surrounding waters,also profoundly affected Japanese foreign policy and Asia-Pacific relations. |
