With the development and popularization of information and communication technology(ICT),economy,society and many other sectors have serious dependence on the network and information system(NIS).Cybersecurity becomes an important guarantee of economic development,social stability and international competitiveness in the EU.Once the Internet used,EU has issued relevant policies to strengthen the norms in the field of cybersecurity,raising cybersecurity as the national strategic value,and set five strategic priorities,established special executing agencies.Besides that,EU has also established a legal framework for the cybersecurity cooperation and the internal and external cybersecurity cooperation mechanism.The EU attaches great importance to the development of cybersecurity,mainly for three reasons.Politically,the threat of cybersecurity constitutes an important challenge to the internal security of EU.Cybersecurity ensures the Internal security strategy for the European Union.Economically,ICT is the foundation of cybersecurity.The formation of the digital single market is guaranteed by the construction of ICTs.Implementations of Digital European Agenda(DEA)and the European 2020 Strategy,a strategy for smart,sustainable and inclusive development,demand for the development of the NIS construction.Practically,there is still insufficient legal basis and capacity-building between Member States and the EU as a whole.By comparing the official documents of EU and the statistics from the European Statistics Bureau and etc.and using the multi-stakeholder theory in the international politics,we can conclude that the European Union’s cybersecurity policy is not a single policy norm.It based on the EU’s current cybersecurity status quo,serving the EU political,economic,social,security and other strategic needs.
