| Foreign aid,one of the forms of foreign relations,began with the post World War II.The development of foreign aid has injected a powerful impetus into the peace and prosperity of the world and also promoted the development of bilateral relations between donor countries and recipient countries.China’s foreign aid started in the 1950s and has more than 60 years.In more than 60 years of foreign aid,China has achieved fruitful results and accumulated rich experience.As the largest developing country,foreign aid is one of the important forms of China’s active participation in international development cooperation.Since the 21st century,China’s foreign aid to Southeast Asia gradually diversified.China and Southeast Asian countries have conducted effective cooperation and have achieved remarkable results.Such as infrastructure construction,human resources development,people’s livelihood assistance,education and humanitarian aid.The United Nations Sustainable Development Summit was successfully held in September2015.The Summit adopted the 2030 Agenda for Sustainable Development,which points out the direction and provides the blueprint for national development of all countries and international development cooperation in the next 15 years.After the agenda was adopted,China issued the relevant position document of the Chinese side according to its actual situation and adopted a series of measures and policy adjustments corresponding to assisting Southeast Asian countries.At the same time,we have also made many efforts that are promote the development of bilateral or multilateral relations in the context of the Belt and Road initiative.However,under the influence of the international and domestic environments,there are many problems and deficiencies in the measures and policies for assisting Southeast Asian countries in the context of the 2030 Agenda for Sustainable Development.In order to improve China’s aid level to Southeast Asian countries,promote the development of underdeveloped countries in Southeast Asia and promote the sound development of bilateral relations between China and the region,it is necessary to improve the strategic position of Southeast Asian countries,the level of economic and technological cooperation,Assessment rules and the effectiveness of aid in the future. |
