Research On The Public Security Risk Prevention Of Shanghai Notary Public Institutions

Risks bring uncertainty between purpose and result.We have to take good control of risks to get the expected results.The notary system in China is still in the early stage for only 30 years,but notary business has developed so rapidly that is needed in many aspects of our daily life.For example,in 2013,Shanghai had 21 public notary offices,442 notaries and handled 560,900 notarial certificates.That means in average,each public notary office handled 2671 notarial certificates and each notary handled 1269 certificates in 2013,and the number of certificates is still increasing each year.The notary quality is the most essential aspect of notary business,but high work pressure and the constantly updated notarial types in recent years bring different unknown risks,which make notary risk management particularly important.The management of notarization risk is not only the essential part of the industry development,but also the essential way to build a harmonious society.The paper starts from the concepts of notarization risk management and takes Shanghai notary industry as the main research subject.It mainly discusses the connotation,characteristics and significance of notarization risk management from the macroscopic perspective,meanwhile discusses the reasons why the notarization risks exist,the industry development and the mode of notarization risk management from the microscopic perspective.Simultaneously,the paper puts forward some countermeasures and suggestions to control notarization risk.
