T-city Youth Social Organization Development Strategy Research

Depending on the deepening of Chinese social reform,the transformation of government functions,the improvement of market mechanism,and with the advancement of new technology and public awareness,modern social organization has got a great development in recent years.The youth group,as a new force of social organization,has made positive contributions to youth growing service,public welfare improvement and social governance coordination.T city’s youth social organization has accumulated some successful experience while is still exploring on the stage of “growing pain”,which restricted by policy resources,social environment and their own conditions.How to promote the youth social organization to adapt the local society better,it needs both the practical exploration and the theoretical research.This paper,through investigating with local civil affairs authorities and several youth social organizations,combined with case analysis,attempts to fully understand T city’s social organization development,especially the youth organization’s highlights and difficulties during the current operation.Meanwhile,based on extensive literature reading and quantitative analysis from corresponding questionnaire survey,this paper constructs a theoretical comparison model(SWOT analysis),in order to further clarify youth social organizations’ situation and propose some suggestions.With SWOT analysis,the paper analyses the strengths,weakness,opportunities and threats for T city’s youth social organizations,and provide the reference for its strategic planning and implementation.It can be concluded that internally T city’s youth social organizations have the advantages such as the generality of “the third sector”,the inter drivers of youth needs and the well group foundation(Strengths),while facing with the common difficulties like unclear identification,shortage of developing resource supply(Weakness),and externally,they hold the promise of further development by the optimization of social environment and new regulation(Opportunities),but are also threatened by the challenges from increased competition and high expectations(Threats).Based on above analysis,this paper put forward a proposal to establish the modern mechanism of youth social organization which can be explained as “stock optimizing,increment accumulation,potential inspiring and quality improvement”.In order to achieve this goal,the youth social organizations,local government departments and Committees of Chinese Communist Youth League should make great efforts together: Youth social organizations should clarify its own development objectives,reinforce essential elements guarantee,and introduce more advanced management experience to improve competitiveness,play a greater role in social governance;the relative local government departments should renewal ruling concept and create a better social environment by ensuring the support policies and resources;T city Committee of Chinese Communist Youth League should strengthen service and guide,deepen cooperation with and build good partnership with T city’s youth organizations.
