Nowadays,with the development of economy,the awarness of people’s rights is improving gradually,The way the public uselegal weapons to maintain their own lawful rights and interests,reflects the enhancement of their legal awareness.But there are more and more cases where the normal social order is disturbed.The petition of the petitioners are beyond Legal Demarcation Line.To some degree,the abuse of petition is harmful to social oeder.“The Tangled Petition” is a common act that petitioners abuse their rights.At the same time,it arouses the awareness of lawyers--Is it a crime that more petitioners claim property in a tangled way? If so,Is it extortion disturbance or other crimes? However,nowadays there are few surveys of crimical laws in this field.So there are different sentences to the same cases.In the judical practic,that petitioners claim property from government is considered as extortion.I hold a controversial view,so the pointcut of this article is the composing of extortion.Comparing extortion with disturbance.I analyse the concrete cases in order to clear the essence of tangled petition in the criminal law,it’s significant for judical practice.
