Research On The EU Common Asylum System Under The Syrian Refugee Crisis

The establishment of the EU Schengen system and common borders require the EU to form a unified refugee policy.Since the Treaty of Amsterdam came into force in 1999,the EU has gained its legislative power in the refugee field,and the EU has since begun to build the Common European Asylum System.After "Tampere Plan"(1999-2004),"Hague Plan"(2005-2005)and "Stockholm Plan"(2010-2014),the Common European Asylum System has came into being on the basis of "Two Regulations and Three Directives".In 2015,the flows of refugee is mainly Syrians who swarmed to Europe,there are more than millions of refugees into the EU,the scale of refugees made the Common European Asylum System into a dilemma.Greece,Italy,Hungary and other EU border states cannot undertake overburden responsibility and chose to abandon the Dublin Regulation.Because of inefficient of EU directive,different countries adopted different asylum standards,and refugees intensively flocked to the countries which has a better refugee policy.For lacking in refugee integration policies to the insurance of refugee rights in European level,refugee's integration to European societies face severe problems and complex difficulties.Aiming at the Common European Asylum System's exposed problems in refugee crisis,it is suggested: To increase responsibility balance system in the Dublin Regulations,and offer legal insurance for the Dublin responsibility balance among member countries;To enhance the integration degree of the Common European Asylum System,and truly realize the unity of refugee policies;To strengthen the refugee integration policies targeted on right guarantee,provide legal support for refugee's rights and treatment,and propel the integration between refugees and European societies.What's more,it is suggested that the EU can solve the refugee problem from its origin,and improve to tackle this crisis in the global level through the strengthen cooperation with international societies and organizations.
