With the development of global economy,industrialization and city of our country to speed up the process,a large number of nimby facilities are required for project construction,infrastructure construction in the process of obstacle neighbor involves multiple stakeholders,including the surrounding residents,enterprises and government representatives of the public three party beneficiaries of facilities.a lot of nimby facilites to residents around the body,property damage and even some nimby facilities will make the surrounding resident produce psychological aversion.The occurrence of China's near future conflict has been increasing year by year.This group struggle has increased the contradiction between the government and citizens,which is not conducive to economic development and social harmony and stability.Therefore,this paper maninly discusses how the government should deal with the problem of neighbouring cinflict.At present,the government's regualtory decision-making mode is no longer competent when dealing with the “near to avoid conflict”,which not only causes the dissatisfaction among the surrounding residents,but also grestly reduces the trust of the government in the hearts of the residents.In response to the adjacent conflict,the government should change from the regulatory administration to the direction of the responsive administrative governance.In this paper,through the analysis of Government Governance Dilemma,draw lessons from the foreign governance nimby conflict of the success or failure of experience and lessons,proposed our country government should control the nimby facilities in the construction of administrative decision-making model to the response type government governance change,mainly from the public information,public information,public particpation,public opinion,network compensation for the interests of four different angles proposed governmance path.
