Administrative assistance is one of the effective mechanisms for resolving the contradiction between the increasingly specialized administrative functions and the increasingly complex administrative affairs under the conditions of market economy,and it is also an inevitable requirement for building a government under the rule of law and improving administrative capabilities.The division of administrative jurisdiction often has more than enough division of labor and insufficient cooperation in the practice of administrative law enforcement.The efficient operation of the existing administrative system is inseparable from the collaboration and cooperation among administrative subjects.The trend of administrative integration also requires that the division of labor and cooperation of departments require careful coordination.In this context,administrative assistance among administrative subjects is particularly important.Administrative assistance refers to the administrative acts of administrative entities that do not have superior affiliation,and that request administrative assistance from other administrative entities to provide assistance within their jurisdiction in order to successfully complete administrative tasks based on legal or reasons.The study of administrative assistance system in Chinese academia has only just begun.There is no law to regulate it and there is no procedural norm.There are many problems in practice.Therefore,it is necessary to further deepen the study of the administrative assistance system and draw lessons from the extraterritorial mature legislation to improve the institutional framework of administrative assistance in China,standardize administrative assistance procedures,and meet the needs of administrative management.
