Analysis Of The Daqing Newspaper Law

Since modern times,with the introduction of western newspapers and news legal system thoughts,China's modern newspaper industry has gradually emerged and has made great progress.In order to protect press freedom and promote the development of the newspaper industry,China's advanced intellectuals constantly call on the Qing government to formulate newspaper laws.At the same time,facing the development of modern newspaper industry,the Qing government also gradually realized the necessity of the press law to standardize the development of newspaper industry,so the Qing government has formulated a series of newspaper laws to strengthen the control of public opinion and maintain their autocratic rule,one of the most typical representative was enacted in 1908,"the press law of Qing".As a product of the development of modern western journalistic legal thoughts in China,"the press law of Qing " has the distinct characteristics of the modern press law,and has the milestone significance in modern Chinese history of newspaper industry.From the perspective of law and press freedom,this paper mainly divides into five parts.The first part is the introduction,this part expounds mainly the cause and the background of topics,analysis the research status of the press law of Qing,and thus lead to some deficiencies existing in the study of the press law of "Qing",and clarify the necessity of the study of "the press law of Qing" from the new perspective such as law and freedom of the press.The second part mainly introduce the background of "the press law of Qing",this part is mainly includes the spread of news legal system thoughts,the development of newspaper industry,the need of government management and the preparation for constitutionalism.The purpose of this part is to understand the characteristics and significance of the press law of Qing better.The third part mainly introduce the content of the press law of "Qing",this part combines with the specific provisions and mainly includes the newspaper publishing,the newspaper distribution,the load regulation and the protection of private rights and so on.The fourth part is mainly analyse the characteristics of the press law of Qing,this part combines with specific provisions and other press laws that formulated early such as the "Qing printing items designed law",the “Temporary rules for newspapers"andso on to elaborate the modern press law characteristics of the press law of Qing.The last part of the analysis is made on the influence of the press law of Qing,In the analysis of its historical limitations,it is fully affirmed as the historical status of the special law in the first complete sense of modern China,and affirmed its historical value in protecting press freedom and promoting the development of modern newspaper industry.The purpose of this part is to have a more comprehensive and objective understanding of the press law of Qing.
