Research On Government Responsibility In Food Safety Supervision In China's Online Market

In recent years,with the frequent occurrence of food safety problems in the online market,such as the “e” incident,the Calbee cereal nuclear radiation incident,Tmall and Jingdong sampled food detection substandard,the food safety issue in the online market has been highly valued by the government.In order to effectively solve the food safety problem in the online market,China has successively promulgated relevant laws such as the “Food Safety Law of the People’s Republic of China”,“Measures for Checking and Illegal Conduct of Internet Food Safety”,“Administrative Measures on Internet Food Supervision”,“Administrative Measures on Food Safety of Internet Catering Services”and other related laws or regulations.The government has continuously improved relevant laws,regulatory concepts,and regulatory technologies in the food safety field of the Internet market,but there are still some deficiencies in system formulation,law enforcement,and technical support.The government has the responsibility to supervise the food security in the online market.However,due to the overarching food market and the lack of advanced regulatory technology,the government is in direct control of the food in each type of online market.Therefore,the government is currently responsible for food safety supervision in the online market by monitoring the third-party food market trading platform and network food business operators.The government’s responsibility in the food market supervision of the Internet market is reflected in the following four aspects: legal responsibility,political responsibility,cultural responsibility and technical responsibility.This constitutes the basis for the analysis of government responsibilities in food safety supervision in China’s online market.As the supervision of network market is different from the supervision of the actual market,this has brought difficulties to the supervision of our government.Therefore,in order to better regulate food safety in the online market and protect the rights and interests of citizens from harm,the Chinese government should continue to improve the legal system of food safety supervision in the online market so that regulations can be followed;establish an independent network market food safety supervision department.The powers and responsibilities of the regulatory bodies will be clearly defined and collaborated with each other;the integrity supervision and construction of the online market will be strengthened to enable the network market to operate well;and the use of analytical techniques such as big data will make the supervision more scientific and effective.
