Legal Analysis Of Russian Green Trade Barriers

The Sino-Russian trade has strong complementarity,throughout long-term and extensive cooperation in economy,the Sino-Russian trade has achieved the leap-style development,in addition,China is the main trade-import country of Russia.However,in recent years,under the background of stagnant economy in Russia,serious unemployment phenomenon from business failure as well as emerging of ecological safety awareness,Russia needs to formulate corresponding measures to reduce the import of foreign commodities,which provides a relatively relaxed competition environment for the development of domestic enterprises,but Russia has entered the WTO since 2012,which makes Russia restrict the import of foreign commodities from specified tariff barriers to non-tariff barriers and successively publishes related laws and regulations to stipulate the green trade barrier.It cannot be denied that green trade barrier protects the domestic enterprises to some extent,reduces the influence of world economy crisis,actually plays a certain protection role in environment and promotes the green trades in the global,however,strict and manifold green trade barriers hinder the trade development of Russia and will aggravate the currency inflation in Russia,which goes against the stable and sustainable development of Russian economy and the process of border trade.Deepening the trade cooperation between China and Russia conforms to the fundamental interests of the two countries and can bring more benefits for the people of the two countries.However,some regulations in the law of green trade barrier in Russia obviously violate the consensus of the governments in the two countries,which is adverse to enlarge the trade cooperation,optimize the trade structure,strengthen the multilateral cooperation,establish the mutual benefit and win-win platform of Eurasia and drive the common development of Eurasian area.In addition,vicious green trade barrier will increase the trade conflicts,cause the trade policy revenge of the restricted countries and affect the sustainable development of economics and trade relations of both sides or several sides thus to hinder the common development of global economy.The law of green trade barrier in Russia tends to penetrate in the green certification system,green environmental mark system and green package system,which make it reasonable superficially,while the superficial reasonableness can not cover the unlawfulness on its essence but goes against the free trade principle commonly recognized.As for the law of green trade barrier in Russia,it is needed for the enterprises and government in our country to mutually cooperate and communicate in the foreign trade activities thus to break the green trade barrier,promote the brand of exported commodities,promote the foreign trade development of our country and promote the border trade cooperation between our country and Russia for common development.
