The Application Research Of The Yi People's Township Regulations In Their Grassroots Governance

The village regulations and rules is an important way and carrier of rural social governance.It is an important means for self-management,self-education and self-restraint of the villagers,and it has played an important role in the village society and played a huge role in the stability of rural life.It rooted in rural people's production and living needs.It came from the villagers' daily life inertia and logic.Village regulations and rules from different nationalities and different villages are unique.The Qiang people are one of the oldest ethnic minorities in China.It is undoubtedly that the village regulations and rules is the key factor in the long tradition of the Qiang nationality.It can be said that it is an integral part of the life of the Qiang peoplein the Qiang area,and it is a part of the Qiang people's folk customs and rules.It has a wide and far-reaching impact on the stability and development of the Qiang society.Currently,the Qiang people's village regulations and rules is also a concrete form of village self-restraint and village self-government.It is a habit of local self-restraint and villager autonomy,otherwise it is an effective way to solve the current problems of rural governance.This paper chooses "the first village of Qiang in China"-LuobozhaiVillage of Yanmen Township,Wenchuan County,Aba Prefecture,Sichuan Province,from the perspective of political science,sociology and jurisprudence,and then widely consulted and fully utilized the relevant research results on the basis of the special visit,random interviews,observation records and other field research methods,access to the original materialrelated to this research,then screened carefully,regularlyand scientifically,then combined with the current focus of grass-roots governance problems.This paper analyzes the present situation,existing problems and reasons of the application of the Qiang people's village regulations and rules in the local grassroots governance,and then promotesthe integration of the Qiang people's traditional and modern village regulations and rules.This papertrys to raise the measures of the integration and the development of Qiang people's village regulations and rules and the grassroots governance,then improve the level and system of grassroots governance in Qiang area.
